While that could be a sound reason (given we see unique non-raid sets be released as they release new raids) I dearly hope I'm wrong and I really don't like the way Blizzard is going about it. I think the actual excuse is just that they wanna dedicate less time designing/creating only tier sets throughout the xpac and leave more room for unique sets elsewhere, like warfronts/PvP. It sounded more like a bad excuse than actual criticism, especially when Legion's tier sets probably been one of the best ones or atleast well received with the updated old Black Temple versions. I'd assume this include redoing old sets as well, as just repeating class fantasy. I wouldn't hold my hopes up, the way BFA got rid of class tier sets was for this reason, with Blizzard saying something along the lines of that people must be tired of them trying to make the 20th iterations of class fantasy instead of exploring more raid themed sets as something fresh.
